The biggest change is not the cast size. It is voice work: battle-only lines in the original became a fully voiced script here.

On the Ouroboros side there is also Campanella, Bleublanc, Walter, and Luciola. None of those four are in the published 15-name list.
The same goes for the political and military cast: Cassius Bright, General Morgan, Lt. Colonel Cid, Queen Alicia, Duke Dunan and others have no published English actors.
The official Other Characters list also covers Josette, Kyle, Don, Phillip, Aina, Jean, Kilika, Elnan, Kurt, Carna, Grant, Nial, Dorothy, Mayor Maybell, Lila, Headmaster Collins, Professor Russell, and Maintenance Chief Gustav.
One classification clash
Renne sits under Other Characters on the official character page, but is listed among the newly announced English voice actors in the publisher’s announcement.
The two sources classify her differently. This site reports each source on its own terms rather than forcing one version.
What the voice coverage really is
The original Trails in the Sky SC had battle voice only.
The remake adds full English and Japanese story voice acting. The publisher’s phrasing is “full English and Japanese voice acting.”
RPGFan singled out Estelle’s English actor, Stephanie Sheh, for carrying the character’s emotional range.
But it is not wall-to-wall. Both RPGFan and Slam Zany’s review note lines where one sentence in a conversation is voiced and the next is not. Slam Zany calls it a fault he minded more than expected.
Party composition notes
The roster rotates as the story progresses. Scherazard, Olivier, Kloe, Agate, Tita, and Zin join at different points.
IGN flags several crafts that changed effects in this version:

One universal rule matters too: every offensive S-Craft carries the Steal Bonus effect. Any character can therefore steal timeline bonuses.

The official character page has two sections, Party Members and Other Characters. The lists themselves show only names and portraits.
Plot descriptions live on individual character pages. Stay on the list pages if you want to avoid spoilers.
What has not been published
Voice actors outside the 15-name list are not published. This site leaves those blank.
A full playable roster, meaning who is available in which chapter, has no official breakdown. This site does not assert one.
The character pages also give no combat role, tank or healer or damage. The roles in the table above are story roles, not stat roles.
